Penny was born November 7, 1958 in Phoenix, Arizona to Robert and Karen Brown. Penny attended school in the Phoenix area, attending Alhambra High School and going on to get her Graduate Equivalency Degree and entering the work force.
Penny worked for Honeywell in Phoenix for a time and was a manager of a gas station in Payson, Arizona for 5 years.
